We are a federal contracting firm that is looking to fill two contract positions for Environmental Protection Specialists. The contract term is 09-01-13 through 2-28-14 with an option for a extension from 03-01-14 to 08-31-14 . Below is an excerpt from the government contract covering job description and requirements. Please put "NOLA Environmental" in the subject line.Naval Air Station Joint Reserve Base New Orleans, LA is an LQG and operates a Resource Conservation and Recovery Facility (RCRA) 90-day hazardous waste accumulation facility. NASJRB New Orleans also has a basewide stormwater permit that requires inspections and monitoring on a regular basis. NASJRB New Orleans has a basewide air operating permit. In addition, NAS JRB New Orleans has a fuel farm (JP-8) and numerous smallertanks for generators, etc .that also requires inspections and monitoring on a regular basis.The primary purpose of this job is to provide technical support for the management of the water and petroleum (tanks) environmental media areas to support the environmental program at NAS JRB New Orleans.Specific duties include· Manage the Water & Petroleum (tanks) environmental media areas ensuring federal, state and Navy compliancerequirements are met. This includes conducting inspections and performing monitoring to insure compliance.· Provide technical guidance related to environmental laws and regulations to identify potential environmental planning issues.· Review and approve plans, specifications, and other engineering documentation for cleanup or construction projects to ensure compliance with environmental requirements.· Stay abreast of the latest developments in environmental compliance and program initiatives in assigned media areas to recommend changes to policy/instructions.· Serves as a representative to the federal, state and local regulatory agencies, as well as the community, on matters related to assigned programs.· Performs self-audits of assigned media areas to verify compliance with applicable standards and determines corrective measures for deficiencies.· Researches and responds to requests for information on responsible environmental programs from the chain of command or from the media.· Conducts formal and informal training for installation, tenant and contract personnel concerning compliance with environmental regulations.· Develops budgetary justification/documentation on required projects and recurring operational expenses for responsible program areas.· Provide technical advice to installations and internal staff to insure compliance with environmental regulations and statutory requirements.· Sets goals for the various media programs based on the command strategic plan and develop a plan to achieve those goals with minimal cost and impact on Navy mission.· Deliverables include various logs, reports, database entry, and other items required specifically by the permit or by other laws, regulations or policy. Many of the deliverables have specific timeframes that must be met to stay in compliance and the contractor shall insure that these timelines are met while allowing sufficient time for management review.· Management of all documents and files to support management of the environmental media areas.· Documentation of training to meet regulatory requirements.CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIREDThe contractor must have:Experience with Stormwater and petroleum tank management.CERTIFICATES/LICENSES REQUIRED:· Current (dated within the previous 12 months) training certificate for the 8-hour annual refresher classes for:- Resource Conservation and Recovery Act (RCRA), also referred to as Hazardous Waste management training; and- Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response Standard, also referred to as HAZWOPER training.· Current (dated within previous 3 years) training certificate for the 8-hour refresher Department of Transportation (DOT) class.· Current & valid Driver licenses.The period of performance is for six (6) months from 09/01/2013 -- 02/28/2014, with one six-month option period from 03/01/2014 -- 08/31/2014.PLACE OF PERFORMANCEThe place of performance is Naval Air Station Joint Reserve Base New Orleans, LA and the former Naval SupportActivity New Orleans (Eastbank & Westbank).OPERATIONAL HOURS\Work will be performed 40 hours per week during normal business hours. The Government work hours schedule will be determined after award, but the normal business days are Monday-Friday, excluding Federal holidays.OVERTIMEOvertime is not authorized.TRAVELTravel is not required.SAFETY ISSUESThe work described herein involves handling hazardous, non-hazardous, and universal waste in an industrial environment. Moderate lifting; moderate carrying; reaching above shoulder; kneeling, bending, climbing will be required throughout the work place facilities and at work sites. Contractor has to be able to wear a respirator, protective clothing, hearing and eye protection. Contractor must be able to work in tight spaces; work in excessive heat and humidity; and around dust, noise, fumes, and machinery.The Government will provide contractor with necessary PPE and equipment to complete tasks except for steel toe shoes/boots and prescription safety glasses. The contractor shall be required to provide their own steel toe shoes/boots and/or prescription safety glasses. The Government will also provide access to workstations, facsimile, telephones, and computers with access to the Internet and Local Area Network (LAN). Government Common Access Card (CAC) will be provided for access to government facilities. Location: NAS JRB New Orleans Compensation: Negotiable This is a contract job.Principals only.
